There's a giant thread in Tech Issues that's almost a year old now with tons of posts from people having trouble logging in/staying logged in.

Hello Again:
I have problems logging onto the CoH Forum site. It doesn't matter what browser I use. I have to log on a bunch of times before I can actually post anything, and a lot of times I am logged off and have to go through the same process all over again before I can post anything.
Am I the only one having this problem (I allow cookies from the site)
