Hmm. I dunno. I've never skipped the cape mission. Maybe once you reach level 30 and unlock the aura mission, you have to do it first. That's what I'd do, anyway, just to see what happens, and if she still doesn't come across with the cape mission after that, email support.

I think a similar scenario happened to me once. I just did the aura mission and "I think" the cape mission was next. Did you try talking to Lorenz Alsando though?
Oddly I recall just the opposite happening to me. I took a character to 30+ without doing the Cape mission because he would never wear a cape. When I went to do the Aura mission, Kalinda (or Burke, I forget who) forced me to do the Cape mission first.

** Update **
I tried going to Lorenz Alsando first as suggested, but he wouldn't talk to me. I started to do the Aura mission when a buddy in our SG told me to drop the aura mission and re-take it.
When I did that, the aura mission was suddenly not available but the cape mission was.
Weird, but at least it worked!

In case anyone is unaware, there is a new option to unlock capes and auras. You can BUY the unlock from from Astral Christy in Ouroboros. This puts a VOUCHER in your global email that you can claim from any character on the account. I did this with a new character to get an aura at level 9.
