Ice Tank and Interface
I just facepalmmed myself because i've been confused about Diamagnetic... I thought it was the -dmg one.
Anyway, I'll say make 2. Reactive and Paralytic. The -dmg in Paralytic will serve you much better that the -tohit.
I haven't gotten around to making the second but I'm currently using Reactive on my Icer.
SG: Guadians of Paragon - VG: Paragon's Darkness
The Usual Suspects: Fimboolvetr (Icer Tank), Tsukiyomi (Mind/Psi/Ice Dom), Smiting Dragon (Dm/Sr Scrap), Widow Mortis (NW)
Up and Comers: Ameterasu (Km/Reg Scrap), Arrhymian (Elec/Nin Stalk), TDMKII (Bot/Traps MM)

The way the formula for calculating chance to hit works in this game, -tohit on the enemies won't benefit you at all if you are over the defense softcap, unless you are debuffed or something. Paralytic will do much more for your survivability.|
My understanding is that the -tohit buff from Diamagnetic will add measurably to my survivability in large spawn situations, but the extra damage will make me giddy when soloing (something I actually do with this tank).

But most people take Reactive, and with good reason. MOAR DAMAGE is always useful no matter what you are doing, whereas the other Interface procs are (at least to a degree) of situational usefulness at best.

That's what I did. Reactive for soloing and Paralytic for grouping/tanking. It works very well.

My Ice/Fire tank is torn between Diamagnetic and Reactive for the extra damage. He has 61% Def to S/L/E/N when EA hits 10 targets (easy enough to do in the iTrials), and 52% Def without it.

I am looking for advice from the tanking community, what do you think I should do?
Make a man a fire and keep him warm for the day, SET a man on fire and keep him warm for the rest of his life.
