Reactive and Mind dom
I haven't tested it myself but logically yes, it should. Anything tagged as an attack or dealing damage gives the target an opportunity to act once before fear reasserts itself. I think such things have a "notify mob" tag set to "yes", you can check that in City of Data. On my Dark/Sonic defender, for exemple, Twilight Grasp breaks Fear even though it deals no damage, but Darkest Night doesn't. And since Interface goes off mostly on attack powers, Reactive should break fear.
Now on the other hand, the window it opens is not ten seconds - it's one action. If your target uses it to Full Auto you, then yes, it seems to last that long, but I've seen feared mobs with their back turned to me use it to turn around and then start cringing again while facing me.
Also, I could be wrong on that, but as far as I've experienced on a Dark/Dark corruptor and a Dark/Sonic Defender (both with DoT attacks) it seems that once they launch that one action, the damage they suffer while said action animates will not extend the duration of their "window". So if your Interface starts a DoT on a feared target and the mob uses, say, Fire breath on you, the DoT it suffers while Fire Breathing will not let it act again immediately after that attack - it'll go back to cringing, if only for a second, until it suffers damage again (providing the fear still affects it, of course.) At least, that's how it looked to me.
So ultimately, it should go like this : your attack power triggers Reactive and breaks the fear by itself - mob acts - if they are still feared and Reactive still adds DoT, they'll go back to cringing for a second or so, then act once, and that cycle will repeat until either Reactive or the Fear power wear off. Hope that wasn't more confusing?
That helps..but I wish the devs would fix it going of in the single target sleep too. lol
I have it on my mind dom along with all the other interfaces. I really would not suggest it unless it's a secondary alt interface that you switch to against AV's or Giant Monsters which are generally not going to be hit with the effects that you have in the first place. The -Res is excellent and the fire DOT is ok too.

Are all undone.
Terrorize becomes your bread and butter as your main form of crowed control later in the game and although it does not prevent the alpha any damage done breaks the fear and allows for the enemy to attack. It's counter intuitive to have that fear break when you will (Solo) Rely on it a lot
Mesmerize is an amazing Solo tool as well as in groups and one I personally do not want messed with. considdering the strength of the sleep being able to knock bosses out, I really cannot justify using a damage component proc that ruins the potential devistation this power can cause.
Mass Hypnosis is amazing, and while some people may argue because of Team AOE damage breaking it, Solo it's awesome and in groups it's pretty much a stagger which even if broken, drops toggles, stops the beta on a tank or staggers the damage taken by the team, cutting down on enemy DPS. Hitting somthing like Terrorize and then needing Mass Hypnosis (A fave tactic) is just made useless in most accounts.
I would just suggest going with Diamagnetic for a - to hit and -regen. This benefits you completely and should not be underestimated. Considdering both of those of those are desirable it makes the toon just work better in my oppinion.
Paralytic would even work ok but was not my favorite, but if I am fighting something with a high def rating then I will definately looks into switching to it. But you do in thorns have a minus to def..so Diamagnetic is your best bet
Just don't give up your versatility to see damage numbers.
I am trying to pick an interface for my mind thorns dom. Wondering if anyone has any experience with Mind + reactive fire dot? I know the dot breaks the sleep on mesmerize..which I can maybe handle...but my main question is..will the dot break the 'fear' state from terrify? That is, the dot damage giving them that 10 second window to move and attack?
