Some odd lag, CPU problem?

For roughly a week now i have been having some debilitating lag. Originally, I had thought it was because of my internet connection. My link speed would plummet from 135 mbps down to 13.5-5 (im not sure if that means anything though as 135 mbps sounds pretty insane). I ran windows update, one happened to be for my wireless adapter, and that seemed to fix it.
But now something else has taken its place. Every so often I now get a lag spike that seems to correspond with a massive plummet in CoH’s CPU usage, taking a nose dive all the way down to 20-4%. Then it shoots back up to the normal 70-90% and then the game runs fine for a few more seconds.

No background programs that could be eating up CPU seem to be running at all either. Does anyone know what might be wrong?

Defragging has next to no effect on NTFS volumes these days, unless you've got horrific fragmentation issues of course, but given that Win 7 runs background defrag jobs on all non-SSD drives you have to work very hard to get high levels of fragmentation in the first place.

Where are you getting your link speed values from? The wireless card on your machine? Have you tried not using wireless?

Seriously, if it's in any way possible use a wired network connection (at least to test), wireless is hugely susceptible to interference from just about anything that generates any kind of EMF, anything that blocks EMF and anything else that happens to be going on nearby.

He doesn't really have enough free space to defrag his drives properly.

I'm betting that what's going on is his system is going to hit swap space (based on how little free memory he has), and halting while his drives find enough contiguous free space to write stuff to.

He needs to look at cleaning things off his drives and/or upgrading to larger ones.

Link speed is from the task manager and connection status window

So this new problem, lack of CPU usage, could be because of wireless too?

I had heard that EMFs mess with wireless connection but was told it isn't too much of a problem. What kind of stuff interferes with it, basically anything electrical or just something else that does wireless...ness?
I had tested out a wired connection and it was better, by a lot. Speedtest.net had downloads go from 0.26, generally it’s at about 2 though, to about 20 mbps...I’m guessing that’s different then my link speed in task manager of course. Setting up wired permanently would be quite difficult but if that would solve the problems i guess i should do it.

I defrag every Wednesday so everything says its 0% fragmented, except for "SYSTEM RESERVED" which is stuck at 38% for some reason.

If he's hitting swap, adding more RAM will do far more to fix things than any change to hard drives. This is an easy thing to test: if he's having swap problems, the hard drive light will go on every time he has a lag spike.

hard drive light? @.@

Ive never seen my physical memory get higher than 77% thats how much of my ram im using right?

try freeing up some hard drive space.

Thing is, he's going to hit swap regardless. And given the state of his space issues right now, that's absolutely ruinous for performance.

Windows expects at least 15% free disk space on all drives. When space drops below this it impacts Windows housekeeping as well as the swap file.
Clearing out unused applications and other unneeded files will do far more to improve system performance than throwing RAM at the problem. 4Gb is more than enough for CoX to perform well if no other major memory hogs are running. It also has the advantage that it is cheap (if you back up the files you delete to external media) or free (if you don't).
Also make sure you clear out your internet cache (caches if you use different browsers) and Windows temp folders (leave anything with today's date - delete everything older)
Also if there are multiple accounts on the PC repeat for each user.
