Family vs Family
Make sure you are checking the correct badge. You need Untouchable (100 bosses). I believe that most redside family bosses count toward Gangbuster (200 bosses).
Edit: A quick check seems to show that red side bosses count toward both. But you still want to check Untouchable, which is much farther down the badge list.

As indicated there are two badges. One's for defeating "Marcone" Family bosses and one's for "regular" Family bosses. The latter is the one you need. The ones you got in Striga counted...the ones you got in PO didn't. The quick check on a given boss to determine which he counts as is to read his info. If you see the word "Marcone", then it counts for Gangbuster (and not for the weapon). If it talks about the hierarchy of the Family, it's for Untouchable. It's always one or the other though, none of them count for both. The quick reference by zone is:
Villainside zone, non-instanced: Counts for Gangbuster
Villainside, instanced: Counts for Untouchable unless the word "Marcone" is in the boss' name.
Heroside, non-instanced or instanced: Counts for Untouchable

I just killed a Consigliere in Sharks, it counted for both badges.
I just killed an Underboss in Sharks, it counted for both badges.
I just killed a Consigliere in Nerva, it counted for both badges.
The Marcone Capo in Port Oaks I killed only counted for Gangbusters, not toward Untouchable.
I'm pretty sure I've seen Consigliere in PO, but I was unable to find one right now to test.
Edit: Addtionally, Marcone Consigliere in St. Martial count for both badges.

As I recall, the blueside family has capos only as LTs - might that be the issue?

The rules are:
In the Rogue Isles or Paragon City: All family boss-ranked (or bosses reduced to LT due to difficulty settings) count towards Untouchable.
In the Rogue Isles: All family boss-ranked (or bosses reduced to LT due to difficulty settings) with Marcone in their description or display name ALSO count towards the Gangbuster Badge.
Exceptions to the above:
All family appearing in the infamous Family or Nemesis farm missions (level 40+) DO NOT COUNT.
All Mook bosses also do not count toward any badge.

Marcone Capo (Boss Rank) in Port Oaks did not count toward Untouchable badge.
All boss rank in Rogue Islands that I could find (Consigliere, Underboss, Marcone Capo and Marcone Consigliere), counted toward Gangbusters, regardless of whether Macone was in their name or not.

Did you note their descriptions? Some of the "Marcone" bosses are sly and are only Marcone for those willing to dig for it.

I can state from my own experience that Marcone bosses (of any kind) do NOT count toward the Untouchable badge (the one the OP is specifically interested in.) |

Makes me wonder if leaving the Capos out of the old badge was intentional or accidental since capos being a boss and not a lts unique to marcones.

I decided I wanted to get a Tommy-gun for my rogue mastermind. I had 8 bosses towards the badge already so I hop into Stirga and start blasting away, after 7 or so had been dispatched I checked the count and it still showed 8, I sent a /bug report and went back to Port Oakes, defeated one boss and it showed up... are family on the blue side different then the family on the red side?
