is Lighting Rod Proc still bugged?

You could always put the set of Enhancements in your tray, copy that character to the Test server and try it out yourself then report back as to whether or not it is still bugged.
That would also be a good data point to PM Black Scorpion with giving him the date/time/character etc that you tested with on the Test server so that they can have actual current data to look at.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I have an Oblit proc in mine, and I have never received damage while using the power, to my knowledge.
Just used it, and checked the log:
You crush Council Empire Adjutant for 64.57 points of bonus smashing damage!
I assume the bonus damage is from the proc?

Either the bug no longer exists or it happens so infrequently that I won't see it. I left a note to this effect on the wiki in the talk section for the page.
according to the wiki
Bug! This power is currently bugged. If a Damage Proc Invention enhancement is placed in the power, it will have the chance to attack the user instead of enemies.
Lightning Rod
Is this still accurate? I have a set of Armageddon that I'd really like to put on this attack.
