I've tried and I can't figure any of this out. The wiki is woefully an awful source of information about how it's done. I see more people that have gone hero than villain, maybe because I only play on the hero side.

I have a hero and want to be able to do some villain missions, like the weekly.

My hero is level 50+3 and I can't see ANY so call tips or missions available, so where do these so call tips drop. Don't say off any level 20+ because I couldn't have got to 50 without killing something over 20. Per say I got to 50 doing AE farms and most of the TFs, I've done the ITF & LGTF 100s of times. I I've done more BAF/LAMB that I can stand.

1. where is the best place to get a tip to drop?
2. why don't the tips drop in all of these places I've already been?

Tips drop when you are running missions from either radios, arcs and so on. Where you access your contacts for missions, there is a tab for Tips, can't remember if it is called that specifically, but it will house any tip missions that have dropped for you.

While you are running missions, a tip may drop, and a message will come up on the screen. I have gotten them blueside, never run them as a vigilante though, but I am assuming it works the same.

Sorry, that's what I'm going to say. I kill level 20-25 in Talos daily for my tip missions. It usually takes me less than 5 minutes of slaughter to get 3 tips, the maximum of regular tips you can hold at a time.

Then you must have tips if you've done these even a fraction of that amount. Again, check under the tip mission tab.

For villains, Sharkhead Isle is a good place for this. For Heroes, Talos Island.

It's likely that the OP is looking at wikia, which is a terrible source and because of dirty SEO tricks, is almost always at the top of the list for searching CoH terms.

If you want an updated wiki with most of the most recent data, go to http://www.paragonwiki.com - don't use a search engine and click a link, because chances are good you're going to the crapwiki.

I finally found some tip mission on one of my alternates. The particular one I wanted to work on had never run a regular mission over 20. all AE/TF/BAF/LAM.

as for the wiki, i was probably using the bad one. It gave technically correct answers without helping me. Kind of reminds me of the MS joke where a helicopter pilot gets lost in a fog and ends up near a Microsoft Building and shouts to an employee there "where am I?" and the employee yells back "you're in a helicopter".

Correct. Any enemy that drops normal rewards should drop tips, even if that enemy is extremely gray to you and won't drop anything else.

With that in mind, enemies in Devs' Choice AE arcs should drop tips, but I have no idea if that is actually the case or not.

You mean to tell me you're surprised that people farm to 50? Really?

Lambda and BAF; I have never found tips during those.

AE? To my knowledge no tips will drop there; as it is only designed to drop tickets. Dev's Choice might, but only if set to drop normal rewards.

My recommendation is to focus on bosses, they drop tips way faster than other mobs.

On that particular character, yes! He's a relatively new character to 50 and I would only log on to him when I saw an TF opening, weekly's are a great source of TFs and you only need about 2-3 AE farms to get to 20+ where the TFs open up. lower level TFs are a great leveling places.

Second this -- higher-ranked enemies (not higher level, but rank, e.g. minion/LT/Boss/Elite Boss) seem to drop tips much more frequently.

And I routinely get tips on Task Forces. Got a couple last night on a Sister Psyche TF.
