Help me clear up set bonus confusion once and for all

With regards to acc and dmg bonuses:
*Are they "slotted" into powers that accept that enhancement type and then coded to bypass ED?

*Do they instead effect your base attributes and are then "added" to any power you use?

*Do they effect temp powers that ARE effected by buffs?

I checked paragon wiki and did not find information that cleared up these mechanics questions

Set bonuses affect any power you have that isn't specifically set to ignore that type of bonus. I believe they are technically always-on self buffs... they boost your base values rather than individual powers, just like buffs from powers do. And yes, they affect temp powers as long as the temp isn't set to ignore that specific buff. For instance, global +accuracy helps you hit more often with veteran attacks but global +damage doesn't make them hit harder because their damage is set to ignore buffs.

Also, global recharge affects most powers even if you can't slot it for recharge. For example, global recharge affects Domination, even though you can't slot Domination at all.

This is the oppoiste of the Alpha Slot, which only affects powers that you specifically CAN slot with a given enhancement. I.e., Nerve in an Alpha Slot does not affect Domination recharge.

Well, you know, which ever one is supposed to affect recharge...

The names are so "roleplay" that I can scarely remember what they actually do.

So does global recharge lower the recharge time on MM pet summons?

I think so

Yes. But not the recharge time of the powers that the henchmen use, only the recharge time of the summon power.
