While I agree it needs to be fixed, rather than excluding them I wonder if it would be possible to set those powers to get the damage all in one burst before the sleep effect. I mean, there is a reason none of those powers are coded to deal their damage as a DoT 
If that is impossible, put me in the 'Exclude them from Reactive so they work' camp.
