A different Launcher problem

Did you try downloading the launcher from NCSoft's site again?
Loose --> not tight.
Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.
Tried that, Trying a second uninstall of .net, msxml and launcher
...and Didn't work

Right around the time I made the OP I also filed a support Ticket, After running the Game advisor they're kicking up to the next Tier.

Finally heard back from 2nd Tier Support, turns out the problem was one of my fonts went MIA. Found the Font, downloaded and New installer is working fine,

good to hear that the problem was resolved...
I had a problem crop up today where shortly after logging in to the game via the new launcher I lost power for about a minute. Rebooted normally, but now the Launcher won't start. No error message box or anything. what's even odder is it worked fine last night.
