US Beta: Noon - Noon ET.
EU Test: Noon - Noon GMT.
It's announced in I20 Beta, which they forgot to unlock for everyone before going to bed tonight. (Or maybe they want to make sure a patch goes through before announcing it tomorrow morning.)
So, it's not really officially announced yet, and plans might change. So, don't cancel your Wedding because of it.
And yes, the next 4 slots are unlocked. As well as two Incarnate Trials and the two new level 20-40 TFs.
