Some powers' effects are flagged as unenhanceable. This means that no amount of bonus will affect it, and it generally does not accept that type of enhancement unless it has an enhanceable effect as well as the unenhanceable effect. Certain tier 9 armor powers can't be enhaced with recharge buffs, but are enhanceable through global bonuses. Certain tier 9 armor powers can't be enhanced with recharge at all. Play around with Mids' and you will start to recognize which effects can or can't be enhanced.

The only ones that don't accept recharge enhancements but are affected by global recharge that I can think of off the top of my head are Vengeance and Mind Link - which are not T9 armor powers.

Yeah, the mez click in Shield, which is probably in a different category from "enhancing Defense slotting increased DDR" since you can't put Def IOs in it. It does however, take Recharge enhancements, of which there is a Hami-O that enhances both Recharge and Def, so slotting it buffs the DDR of the mez click. Weird, but true.
Buyer beware - some would consider this an "exploit" and one day, maybe, it could get fixed.
Global = Hedgefund (or some derivation thereof)

I notice in Mids that slotting SR for def also increases the def debuff resistance. But nothing similar for my other toons with debuff resists. How does this mechanic work? Is it something that's unique to SR? Thanks!
