We can't use that power because being able to use all of the powers you get by level 50 versus a level 5 Hellion would make them absurdly easy. Heck, even just with slotting, they are well easier than they were on the way up. Being able to use level 32+ powers against enemies that only have one attack would be waaaaayyyyy too easy, especially since we get XP against them, now.
As for why the slider will go down, despite the fact that we can't use it: the powers themselves just look up details that exist in spreadsheets. All of those damage powers are looking up several values, and combining them in certain ways to get you the end results. For instance, a melee damage power will look for the power's base damage value and the AT melee damage mod for that level. Since this exists for all ATs regardless of when they would get an applicable power, the slider can be moved to points where it doesn't make sense. But that doesn't mean that it should be able to be used then. It COULD be used then, but would make higher-level characters way more powerful than lower-level characters when exemp'd.

It pretty much the way the system works. It shows you how a power will scale, even if the result can't really happen and is theoretical. To throw more into the mix, you can click on where it says Tanker in green text and see how the power would work if it was available on a defender, a mastermind or any other AT.

I would say that it is simply easier for the slider to go all the way down to 1 than it would be for the game to figure out what level you got the power at, and force the slider to stop moving at that point. For one thing, different players could pick up the power at different times, so it couldn't just be fixed at the level where it unlocked. Or, it could, but then you would have the same question or "why can I view this for a level where I can't personally use it".
One thing to note, though, is that different ATs may get the same power at different minimum levels. A power some AT can't get until the Epic Pools might be available to another AT from level 1. And it would be the same power, even if altered for the different base stats of the AT.
So you know what the power will do if you ever get hit with a -45 Level Shift debuff.

out of curiosity, when you look at a power detailed info, why is there a scale when you cannot use that power if exeplarred?

For example; if you have the Mastery Powers and are exemplared to level 20, why can't we use them, even though it shows what are damage would be at that level? And what is the point of the slider?
