By setting a level of 1, it's their way of not requiring a specific level - however, Vanguard is an Organization only open to 35+, thus the merits - so you can't have those threads until then

Hi guys,i'm new around here(first post)and i'm also new to the game.I've been playing for a month or so and have 3 characters up to level 25 until now and i have a simple question to make: Is there any way for a level 1 character to acquire any Vangauard Merits?Yes i know that you have to be at least level 35 and undertake some missions in the Rikti War Zone to earn them but Paragon Wiki indicates that the Vanguard costume set is craftable from level 1.But i also read somewhere else that Vanguard Merits can't be given from one player to another.So what gives?
