	I think your problem is related to your Intel graphics. Several people have reported problems with that.
I have 2 suggestions that might or might not work.
Update your drivers to the newest available.
Try to add -usetexenvcombine to your shortcut, so it looks something like:
"C:\Games\City Of Heroes\CohUpdater.exe" -usetexenvcombine

Is that the only way?? Because I called Toshiba support, and they helped me download some driver, I tried it three times and apparently nothing changed.
	The Intel graphics chipset is not a gaming chipset.  It also has some rather poor OpenGL support in the drivers.
After you downloaded the driver, did you run the file you downloaded to install the driver?  From looking at the Toshiba Support site, their newest driver is from March of 2008.  That's still a very old driver and it may not resolve your problems but it should still be the first step you take.  You may need to right-click the file you downloaded and select Run as Administrator if previous installation attempts have not worked.
For stability and security reasons, I'd also recommend updating Windows Vista to Service Pack 2.  It likely won't help with this problem, but it will help with stability and security issues.  You can download the standalone installer from Microsoft's site using this link.
        
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I have a toshiba Satellite laptop, and whenever I try to run The CohUpdater it crashes, and says its due to the device driver ig4dev32.dll. Is there anything I can do about this??
