Has anyone considered that Praetoria is actually "The Village" or the setting for the Truman Show? As in, there is no monster beyond the shield, there's just a small group of Cole-sponsored minions controlling a monster sound effect, a large animatronic tentacle and a megaphone.
What's *really* beyond the shield is a normal and perfectly healthy parallel Earth. It's just that the people of that Earth don't want the hassle of super-powered humans running/leaping/flying around, so they ship meta-human babies off to Praetoria at a very young age, holding them captive on a nature reserve for Supers and tell them they're the last of humanity.

1984's party language is called Newspeak. But the difference between the Resistance's vernacular and The Party Members of 1984 is that the point of Newspeak is to cut the language down to the barest bones so that free thought is impossible. Resistance speak is like a coded slang that is aiming for pretty much the exact opposite.

My theory: Praetoria is actually a tiny protected area & the Hamidon rules the rest of the planet. Cole lost or simply fought Hami to a standstill. Then spun a huge web of lies to hide the fact from the remaining human populace. Hami won..Praetorian Earth mostly belongs to it....the only remaining humans are behind the shields and as long as Cole keeps them there...Hami won't destroy them. This is why Cole keeps such an iron grip on the populace. He doesn't want people to get curious and wander outside the shields and discover the truth. The other Praetors are in on it as well...
Hopefully the future Hami Raid is Primal Earth's super-beings showing up to Praetoria and putting an end to Hami's reign.
Yeah, like Venture pointed out, Resistance-speak is based more on Clockwork Orange (though personally I find the Resistance a lot easier to understand.
