Spiritual Radial Boost [Uncommon] for Regger?

I have a question concerning the uncommon Spiritual Radial Boost, which increases Recharge Rate and Healing by 33%.
Would this effect the regen powers or only the heal powers?
Choice for a Regger or not?

well the way that and all of the Alpha powers work is that they work like a Even Level SO in Everything that takes that appropriate SO though with the Alpha 1/3 of that bypasses ED
