The issue 19 preload just puts a big file called majorpatch in your CoX directory. It doesn't, and can't, have any affect on your loading.
Having said that, you may have delays with the way the updater and your computer connect/talk to each other because everyone else is downloading the patch, too. But then, we do this now so that we can actually play on release day.

I don't know if I'm just going mad but does it seem to take longer to load CoH ever since downloading the preload or is it just me?
