You have to wait a while between purchases. It's to prevent fraud, IE someone using a stolen card to buy every pack and booster all at once.

I was trying to buy the superbooster packs, managed to get the first one, the cyborg pack, for all the others, I get:

I had this error all day yesterday so now its today and same again.
