gamepad play
I'd like to see it. I'm not a programmer, but your logic seems sound. Not sure why the gamepad has never made a solid transition to PCs. Must have someeting to do with profits/numbers.
Er... you already can with a bind text file.
You can bind movement and camera control to joysticks, and gamepad buttons to slots on the power tray--could even take a page out of Sandolphan's MM Keybind guide and have multiple text files that can be cycled through a press of a button to go through the seperate trays.
I did it with my gamepad, here's what I put.

Only thing you can't do is click the mouse through the gamepad, which is kinda annoying.
That's another thing. Have the rain type power drops able to center in the camera view so you can look where you want to fire rain then "clicking" would give you control of where the rain power landed, centered anyway. would also work for TP and other positional powers, that pop up the targeting rings...don't know what the official term is.
I don't know much about binds but it seems like you are binding each individual tray slot to a different button then binding a button to switch between the setups. It's not a bad option but there are two things it lacks. Feedback and adaptability. You'd have to memorize all your powers, not so bad when you primarily play the same character or type of character, but if you are anything like me you play a different character everyday of the week (if i could play everyday of the week) It also would take time to sit down and make changes to the setup you're basically recoding the whole gamepad everytime you want to switch your layouts. I commend your initiative and ability but for a more casual player like myself I feel like there should be a better way. I frequently balk at coding up my own macros. The 'petsay' being the only one I use on a regular basis. Coming up with a list of gamepad inputs like you have seems much more intensive. Thanks for the feedback.

You wouldn't have to code it so much as move the powers in the tray to where you want, pretty much.
I've been thinking about getting a gamepad for a long time but I dunno that I would enjoy using it with my favorite game. Mostly because I don't think that there is a viable way to use all my powers with it.
So my suggestion is to have an option to allow special power bars that you can scroll through with the touch of a button. You could then fill them with powers like you would a normal power tray. The idea is you can use the Dpad or shoulder buttons to quickly scroll through a list of powers then use a face button to trigger the selected power. Because you can drag and drop in powers like you would a normal power tray you could load macros and emotes into the scroll trays too. Combine that with hot keying common powers to a face button and you have a very functional way to sit back and play with a gamepad.
I think the best way to do the same with chat is VOIP still.
Thoughts?
