I dont have mid's atm to check, but that sounds like the buff after using Power syphon with one hit (stacks to 5).
For performance, I'd go with /shields. I dont like the one-armed animations so I went with /SR. The extra rech is so-so; attacks already recharge well. A good attack chain is easy to get with minimal investment, and PS should already be recharging well with c. strike.

Im considering adding a KM scrapper to my stable....mids is saying there is a 31.3% dam buff on some of the attacks, is this correct and if so how does it work.
Im also wondering which secondary, do i go SR for quickness and get insane recharge or go for shield and get a further damage bonus from AAO
