I always thought they were just a placebo that vanished into the ether.
Something to make us feel better after the crash.
I've never bothered with them, usually in the rush to log back in.

I usually just hit "cancel" and forget about it. Been having so many crashes since last patch(es), occurred to me to start submitting them in hopes of something being done.

However, it doesn't always do this. If that happens, it has you save a zip of the crash report to send later.
Strangely enough, I've noticed that since I've got back on AT&T DSL, it's stopped working again. Possibly because it's trying to e-mail it and AT&T blocks access to SMTP on default ports.
Never had the problem on Comcast, never had the problem on Clear.

When SuperMartin was around, he had a gmail address for us to email those to, but I doubt it's the proper method anymore.
