Dominator Sleet Canceled by NoPhase

The Dominator epic power Ice Mastery/Sleet is being canceled out by the NoPhase applied by casting Hibernate from the same powerset. Even if Sleet is recharged, it cannot be cast after the first 30 seconds that NoPhase is active and until it goes away.

Heh, I bugged this the day i18 went live, nice to see it's still broke. Pretty weird bug, too, you wonder how *that* crept in.
