Risk Management security feature Issue while trying to buy Booster Pack

Dear Forumites,Users,NC Soft Staff(that I hope reads this forum),Devs,anyone,I need your help.
I have been trying and unable to buy the City of Heroes Going Rogue™: Complete Collection Item Pack from the NC Store for more then a week now.I have been receiving a message, quote:

I've contacted the NC Support and they told me this happened due to the Risk Management security feature,that detected my account as a security risk.The point is,I have been a client for more then 9 months,and acquired all of the other City of Heroes Booster packs.I have been trying to buy the mentioned booster pack for over a week now. I have never received this error,and my friends have been able to acquire the Booster Pack normally.

I am looking forward to see this issue resolved as soon as possible.
As I said,I've already acquired every single booster pack for COX,including the GR Pre-sale on the first day.

...did you ask why you were flagged as a security risk?

I hope you get an answer because I had the same thing happen after being gone from the game almost 2 years and buying only the mac special edition item pack.

Luckily I've bought all my game time and Going Rogue at retail outlets so those have never been rejected.
I guess the problem is with the online purchases at their store. Their store must be the issue.

That would explain their lack of an explanation because it would be to the effect of "oops, sorry we goofed". :P

I've been playing and paying for over 40 months. Up to now I have paid for everything using my credit card, which is lodged with NCSoft for paying my monthly account.

Yesterday I decided to get the extra GR pack. Lo and behold I was also told


We're sorry, but we are unable to accept your order at this time. Please try again later or tomorrow. If you continue to have problems, you may wish to visit one of our retail partners.

I then tried again using my Paypal account no problems at all, now the funny thing is my Paypal account is linked to my credit card.

Perhaps someone at NCSoft might like to explain why my Credit card is good enough for my two monthly subs (almost £18) but not to pay £4.99 for an explanation pack

I just noticed there is already a sticky discussing this very thing at the top of this forum.

Also, this appears to be an issue with NCSoft's side of things, and only a recent issue.
Your recurring payments for your game time have likely been setup since before the issue and thus go through without an issue.

It sounds to me like NCsoft has changed some procedure or code with their financial transaction system that has borked it.

Although, I was able to buy the one pack, but not another which implies that maybe the financial service or institution NCSoft uses is flagging the first purchase as a possible security issue even though it lets it through, probably because of improper procedure or protocol or whatever for financial security.


Either that serious issue or the thing is falsely giving us this message because it is incorrectly skipping "check for security issue flag" and going right to "flag for security issue".



This is all just logical supposition with no factual basis on my part though.
