I was trying to get the last few tips for my (50, not that it matters other than making this easier) Earth/FF earlier today. Dropped her in Dark Astoria (I still love that zone.) Went through 5-6 full spawns of 21-25 DE, nada... then two tips in one group.
You just hit a bad stretch.
(Sharkhead... reminds me, have to grab some purples for my Fire/Fire dom and go Scrapyarder hunting. She's only 23. Should be fast tips though. 
)

Sharkhead seems to be the location of choice to pick up a tip in a short period. I usually just get one in progress from when drops while I run a regular story arc, but it does seems a good choice. Hopefully too many people will not be doing that, though, or it might get hard to find Scrapyarders!

I have this crazy theory that the Deadly Apocalypse interferes with tip drops. I have no hard evidence to back this up in any way, but I do know that during this Deady Apocalypse no instance in Sharkhead actually dropped tips. A mere minute after the event was over, I got my first tip again.
Knowing the RNG, this might just be a series of coincidences. The RNG is a fickle mistress like that.
Either way, sometimes it takes forever to get a tip, and then you get three tips from three consecutive enemies. Tips are not rare by any stretch of the word, but sometimes you just get unlucky.
I've probably done close to 100 Tip missions now across multiple alts. I've done them at all different times of day as all different alignments and under all kinds of conditions. I can safely say that it's never taken me more than maybe 5 minutes tops between the time I wanted a new Tip to work on and the time I get it. *shrugs*
I keep hearing all these "horror stories" of people trying for like an hour or more just to get a single Tip. I guess I've just never been -that- unlucky. The only "secret" method I use is that I've always street-swept for the biggest bosses my alts can easily handle. I seem (again just from my experience) to get a Tip from a +1 or +2 boss maybe at least 50% of the time.

Few days ago tips dropped like well, nothing else! I had them whenever I needed them. Now, here I am trying to tip my defender up and USHGUHDKGHLHGDOLGUHKD
I kill my way through an entire mission and get NOTHING.
Salvage is not full.
Recipes are not full.
Inspirations are not full.
I seriously took every precaution to help my drop rate and nothing is working. So is this intended?
lol, shortly after posting this the drop rate became much more reasonable, but it was still low for two of my characters. Perhaps the forum is tied to the random number generator. who knew?
