Say you did 2 ITFs in two hours. The first ITF should have given you 26 merits, the second one would give 13 merits.

Considering I've run upwards of four TFs in a single day.. I'd say you got bugged somehow. Can't say I can give you a reason for why you didn't get your merits for the ITF, but you definately don't get diminished returns for running different TFs in the same day.
When you are mapserved, the game will sometimes "reset" to a time a few minutes not just seconds before you get the mapserved notification. I have noticed this on quite a few occasions, but it usually doesn't have such dire consequences. In this case I think it did.

Edit: Oh, and thanks for being so reasonable and asking if your impression was correct, instead of assuming the cause was some terrible new nerf by evil Devs and ranting, or making some bizarre unsupported assertion and forcing others to do a lot of research to prove it wrong.

Every now and then, an issue comes up that has a simple answer, but because I've been away from game for awhile, what's common sense to some of you escapes me completely.
I ran two taskforces with the same toon - on the same day. This toon started with 8 reward merits. I ran a Sister Psyche, and then had 58(50 + the 8 I had) reward merits. As soon as I exited the last mission, I quit the tf after I saw in the chat log that I was awarded the reward merits.
Then I joined a team for the Imperious task force. As usual, there was enough lag to make me think I was fighting Knives of Artemis. I mapserved at the end, after I saw the merits awarded. So, any reason why I would only have 58 merits instead of the 84 I expected?
