This is an official response from one of the representatives of LEVELUP Games, the official retailer of City of Heroes on the South America:

That means everyone here that wants to play GR must risk thenselves and use a proxy server to buy the expansion. Or pray for the IP-regional block to be disabled.

This is probably a stupid question, but can't you just buy GR straight from NCSoft's website? I'm Germany and I managed to buy the US version of GR just fine.

South America has a huge problem with credit card fraud and NCSoft isn't willing to deal with it the financial penalties they get charged by the credit card companies when fraudulent charges are processed. It sucks big time for our South American brethren, but it's an ugly situation.

Not trying to sound like a jerk but how can NCSoft force a third party business to offer/carry their products?

Official retailer implies a greater level of involvement than some random company ordering a bunch of time cards from the NCsoft store. At least it does to me. It would be reasonable for an official retailer to be expected to promote the company's products, not offer less than shady third party sites.

Can people in South America use Paypal to purchase stuff from the NCsoft store, or are all transactions from that area blocked?

There is an IP regional block. I can use my card everywhere in the world, and i can use paypal too. But as I access from the blocked range, the payment dont matter. Using a proxy program its possible to bypass the block and do just fine. And its only on the store, as I can use my card to pay for my subscriptions plans on all my accounts.

I got GR with the help of a friend that lives outside the block. But i know of a lot of people that dont have someone they can trust that can bypass the regional IP block that way. A very close friend of mine will probably use a proxy server to upgrade his account.

Added last comment:
My dream is actually the ingame store to be so advanced that we could upgrade/add the boosters from inside the game, just like it happens on Guild Wars. I got all expansions and all releases on GW that way, without needing to use an external site.

I'm curious. Are you able to use Amazon Web Services (aws.amazon.com)? They rent servers by the hour, so anyone could rent a linux box for about 8 cents and set up a proxy server for an hour. They even will rent a box running Windows server, so you could use that directly. Either way, you'd be coming from a US IP, so no regional block.

To get recognition/signage/preferential treatment as an official retailer retail outlets frequently agree to carry specific products and accessories from a manufacturer. Manufacturers like Hewlett Packard will even mandate what the prices will be.

Hmm... interesting... I will look on how it works... probably I will be able to use it and upgrade a few accounts for some friends. I dont care if I have to pay for that access, as I have the cash (and actually even got myself a big raise this year).

There's a lot of stuff on that web site - what you'll want is EC2, that's the service that lets you run linux or windows instances in Amazon datacenters.

Hmm, a Linux instance plus a Linux native Firefox installation? That should in theory get you a web browser from a US address. The sticking point here s probably if you're allowed to use the Amazon Web Services. It's astoundingly cheap, though.

That only works when the retailers have competitors. The manufacturer has the freedom of saying if you don't like this we can go across the street and deal with your competition.

In South America there is only the one retailer (Why I have no idea). They can tell NCSoft what their willing to carry and if NCSoft doesn't like it then their players can find another way to pay for their subscriptions.

You could say that retailer has a monopoly in that area.

So how do you force a retailer to do something you want when they can say, "Go ahead and pull your time cards. Your gonna lose more money if you do that then we will."

Manufacturers that have a lot of weight to throw around can do that. But this is NCSoft, not HP.
