Difficulty Slider Broken?
Any time you are in an indoors mission, each section of the map can spawn at the level of your difficulty setting, oryour difficulty +1, with the exception of the room flagged as the "Back room", which is usually (but not always) where the final objective is; this room is always +0 to your difficulty.
Since the level split is random, it is possible to get missions that are completely +0, or everything but the Back Room at +1, or anywhere inbetween. You just got hit with a streak in the Random Number Generator.
Note that outdoor maps aren't broken down into "rooms" like indoors ones are. Because of this, outdoors maps are always full of enemies set at your difficulty level, with no +1's.

Also keep in mind that for whatever reasons, some missions are flagged as ramp up/back loaded, leading to greens and blues for most part of the mission - Atta is a particularly egregious example of this.
One other little wrinkle I've noticed occasionally is that mobs have level
ranges where they can spawn at.
So, in some cases (near those range boundaries) certain mob factions can
be a little more difficult than you expect, typically because they can't spawn
at a lower than they're at.
(I've seen that with Wing Raiders, and some other factions sometimes).
For example: say Sky Raider Wing Raiders spawn between L25 and L35.
If you have, an L24 Sky Raider mission, and it has Wing Raiders in it, they
will be L25 (because they can't spawn lower).
Typically, you wouldn't expect them to appear in the mission in those cases,
but sometimes they do anyway. A level or two later, that issue goes away
for those mobs.

It occasionally has brain farts. I2 days ago a did a Ouro Posi solo at -1 and the first 3 clocks I encountered were Orange and very +2 to me, was a slightly painful surprise. Eventually by the second mission I was seeing 0s and -1s
Was leading a team earlier for level 28ish missions and realized that +1 difficulty was a bit too easy for my team. So next mish, I head to Field Analyst and set it to +2. When we get into the mission, there's maybe 3 +2 mobs while the rest were +3, and this continued for the rest of the night.
Does/has this happened to anyone else, is it a known bug, or was I just unlucky tonight? When I set my mission to +2 for challenge reasons, I'd like to know that that's what I'm going to be fighting. Man was it tough!
