It seems ok on a tank to me.
Remember that tanks get combustion, an extra AoE attack. If you're looking for AoE damage, that might be the way to go.
On the scrapper, you should be able to softcap one position or one pair of types without too much trouble. The big thing is to get the Theft of Essence proc in Dark Regeneration. The heal is your best tool, use it well. Cloak of Fear can be used to pseudo-softcap with the -tohit, but it can miss and can be resisted. I'd be more likely to rely on Oppressive Gloom; it's more accurate, cost a ton less endurance, and controls better than fear.

I'm inclined to say scrapper, because tanks are boring 
But really, having teamed with Dech's sandmachine, it works pretty darn well on a tank.
I wouldn't be too concerned about survivability on a DA scrap, assuming you are willing to buy a few IOs. My DB/DA scrapper is running around at around ~44% S/L defense and amazingly tough. Plenty of defense, OG making minions cease to be a factor, and the best damn healing power in the game combine to ensure that I regularly outlive tanks and scrappers of various flavours.
Thanks. I made the tank version. After watching Dechs vid, i knew i wanted one. I only have 1 tank after 6 years and wanted a Dark one. I have a couple of the Theft procs. Ive heard they work good. I'd love to see your build Dechs, or 1 thats as good. I have unlimited amounts of inf, so sets won't be hard to get. Thanks again for any info on them.
The build is buried in my "Dark Armor Sucks" thread. I dug through it to find the post that has it. That build is slightly outdated. I recently respec'd. All the powers and sets are still there, I just changed the order around to be more exemp friendly.

Would it be better as a tank or a scrapper? I know tanks have more HP, but scrappers do so much more damage. What i was wondenring is if i can get close to the soft cap on the scrapper if it would be as survivable as, say, my SD scrapper? Any thoughts are very appreciated.
