If you plan on running with a tank and soloing on lower difficulties, /Elec has better killing potential. If you want to do crazy AV soloing, Rikti Challenge grinding 8/+2 it will be hard to build /Elec to the levels of mitigation needed for that.

My vote goes for MA/Elec. I've played /Regen, /Fire, and /WP to the late game paired with Martial Arts and WP was the least enjoyable. Not because it's a bad set, but because it's so boring. Willpower will be the tougher of the two, but Electric will likely be a lot more interesting.

I want to make a new Martial Arts Scrapper, but I can't decide between Electric Armor or Willpower for the secondary. This would strictly be for PvE, including task forces. Any advice?
