It's a part of the Mac edition bonuses at the NCSoft store. And no you don't need a mac to get it you will just add the perks to your acct. if you use a PC.

Well, I'd never even known of such a thing. I bought it, and be advised - you can only use it once every two hours on the same toon. I wish I'd read the fine print, although I'm not sure there was any to read. Very disappointed in this ridiculously long recharge time.
But, between base tp, mission tp, teleports in the base, Ourobouros and the trains and the ferry's, I'm spending far less time traveling than in years past.
Just wanted to let any future buyers be aware of the once every 2 hour recharge time.
