I believe you can just go up and talk to her. You can't for Penelope Yin or Agent G, but I believe both Jim Temblor and Doc Delilah can be gotten without any introduction.

Worst comes to worst, if you can't just walk up and talk to her, you could do some radio missions in Faultline and see if you get her as a contact after the Safeguard. Maybe turn off XP just to make SURE you won't outlevel her (you probably wouldn't, but I'm always overcautious 
).

At 21+ talking to Temblor will get you an introduction. Temblor himself doesn't require an intro so he'll always refer you to Doc even if you haven't done his arc.
I've done it or helped others do it dozens of times.
Or, at 25, go to Ouroboros and pick her up through time travel. I hear she likes antiquing and bouldering.

There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
If you miss the first two Faultline mission arcs, and are level 22ish, is there a way to be introduced to Doc Delilah and pick up her mission arc?
