I have a duo with my boyfriend who are both mutant gravity/fire dominators. One has Mikey and one has Drea. This would support the 'random' speculation.

On red side (at release, at least) there weren't enough contacts to do that (you
got Kalinda).
Apart from those though, I've never known if there was any rhyme or reason to
the other contacts (particularly Brokers).

Initial blueside contact is based on origin.
Other contacts are introduced by specific other contacts (who can also generally be introduced via a Mayhem/Safeguard), you can walk straight up to them so long as you're high enough level, and some will automatically appear in your contacts list.

Out of curiosity, I made a bunch of new villain toons over the weekend. Well, okay, four. Leveled them all to level 5, and went to Port Oakes. Each and every one received Drea the Hook. Two were Mutation origin, one was Magic, the last Technology.
Perhaps it's based on a lunar cycle. :P

According to Paragon Wiki, the assignment of brokers to characters is random. However, others I know say that your character's origin determines which broker you get. All I know is that, for example, the vast majority of my characters' broker in Port Oakes is Mikey the Ear. They have the Science, Technology, and Mutation origins. However, a Magic origin character I made today received Drea the Hook.
