That answers the questions you asked but I would like to offer some quick advice if I might?
1. Space the timing of your announcements. Once every 5-10 minutes should be plenty.
2. Try your best to be brief as best you can. The group name, the fact it's new and 1-2 other quick positive points finished with "PST for more".
These tips will help you at least get some positive mental notes from other experienced recruiters and not annoy your server in general with overdone spam.

If you do it that often (at least in one zone) all you're going to get is a whole bunch of people yelling at you to quit spamming. Move around. Personally, I wouldn't pop it any quicker than every couple of hours in any one zone.

Good advice above. Personally, I don't see anything necessarily wrong with broadcast recruiting provided it's done with consideration and moderation. If you want to set up a pre-programmed recruitment message, I think that's fine. I will say this:
Take care with your spelling. A typo in the flow of conversation is one thing, but if you're taking the time to make a canned message then please take the time to proofread it. Maybe that's just a personal pet peeve, but I think it reflects badly on the group - if you care that little about the message...
As others have said, don't spam. Getting the word out is one thing, being an annoyance is quite another and will be counterproductive for you.
In general, there are two approaches to recruiting for Supergroups. The first approach, which broadcast recruiting is usually associated with, is basically "Invite everybody, sort through them later". In this approach, you invite a relatively large number of people (in some groups, anyone who will say 'yes'. In some groups, anyone online who says yes to the blind SG invite. Don't be that guy).
On one hand, this approach gets you lots of people in the group and - at least for a while - gives the impression of a large active SG which may make other people more interested. On the other hand, a large percentage of people recruited this way will go inactive or quit. This creates in the long term the opposite impression - a largely dead SG.
Thus, SGs using this method often frequently 'prune' their member lists by kicking anyone who hasn't logged in for a certain period of time. These enforced activity rules turn some people off, as now they have to log in to avoid being kicked and it may feel like work rather than fun.
Which brings me to the polar opposite of the large-recruitment/large-turnover SG, which is the word-of-mouth/invite-only SG. These SGs grow mostly through teaming and by hosting events. They have a small core of active members and add new members on a selective case-by-case basis. On one hand, they grow far more slowly than SGs using the other type of recruiting, but those recruited tend to last longer and feel more invested in the group.
On the other hand, it is difficult to maintain a large SG with this framework unless you have a very well-organized and dedicated group of officers. Even then, it's very time-intensive. So either your group spends a large amount of its time on recruitment-related activities or it stays small. Thus, many large SGs end up going with the high-turnover system in order to maintain a high average level of activity.
Personally, I don't like broadcast recruiting and always preferred the second method when I ran an SG, and it's what I prefer in SGs I join now. But it all depends on what players are looking for in an SG and on what you are looking for your SG to be.
