And that character's level 19? Yeah, that looks like a bug; the "M" named NPC's are supposed to tell you how many hours the character you're currently playing has been logged in. I don't have ANY characters who even approach that many hours.
Heck, even CMA only has roughly 1,800 hours played and he's been around since early issue 3.

Phew, good. I was seriously wondering if I had that bad of a problem. I mean, I'm sure my global time played is pretty high up... but I wasn't sure if that was even what "on patrol" meant, haha.

The only thing I can think of in the OP's case is that sometimes when you log off, your character is "stuck" online. People can see it on their Global Friend lists, but lists no shard because you aren't actually there. The amount of time the character is there might also count.
Either that or you spend a hell of a lot of time in Atlas park. haha
On a side note, I have a couple characters well into the 3000 range, but those are my badge hunters that AFK'd the damage and healing badges before they were lowered to the current value. haha
Okay, I know I play CoX a lot, but 2800+ hours? Really? That's nearly 120 days of gameplay. That can't be right. Does "on patrol" have a different meaning than what I'm assuming it is (hours played total)?

On the other hand, the level doesn't necessarily tell you anything about how many hours the character might have been online. I know someone who has a level 20 character that has spent hundreds of hours in the market. He rarely ran missions with the character, he just traded with it.
Similarly, I could imagine people who log hundreds of hours with a low-level character if they were perfecting low-level arcs in test mode.
It's also possible that it's your computer clock. If your computer clock is not set correctly then it can screw up some coh calculations. I don't remember if it's when it is set to a day in the future or a day in the past but that's what can sometimes cause results like a character having been offline for 30,000 days.

I also had a low level character somehow credited with thousands of hours of patrol time (when in reality it was a few hours at best--I think he was less than level 10). So I'd say there's a bug. My guess is that Master-Blade is right, some characters don't get correctly logged out and earn patrol time while actually offline.
Another thought along those lines:
I've found if I log out in the middle of an Ouroborous arc it still tracks the hours.
I don't know if that applies in OP's case, or even if those are also counted toward
"M" NPC reported patrol hours, but I can't rule it out either...

I agree with the thought that there is some kind of bug going around with the 'M' NPCs. At one point I wanted to use them to figure out how fast I was PLing my characters up. With a level-pacted toon, that I was running in my missions, I went to check my progress and it said around 25 hours. Just for fun I went to check with the toon that was level-pacted, whom I had not logged on since his day of creation when I made the level pact, and he had something like 3000 hours logged. Even if he had been gaining hours offline there was no way it was even close to 3000.

Did you see in the screenshot that the character was 19? No exemp since the number was white.

As others have pointed out there are several reason why someone could have a low level character with hundreds or thousands of hours to it's name.
In the case of the OP he is indicating he hasn't been on that character that long so he probably encountered a bug.
So, I was just hopping around Steel out of boredom today. I clicked on an NPC. I know that the statistic responses are nothing new, but I hadn't clicked one in a long time.
