Spine/WP Build critique
i would hold off getting spine burst till level 49 and get barb swipe at 2. it might do little damage but it has a fast recharge and adds to your toxic damage output. id also get rid of comabt jumping. its not needed. because you have indom will.
the spine/wp scrapper starts off very squishy but it becomes a force to be dealt with.

P.S. The Char is lvl37 now, slotted with common IOs. She loves to play x/x8 mishs, but she dies many times. I tested the Toon yesterday evening and yes, the survivability is not good enough. The main reason was the slow recharge of the Powers, i had to wait too often for the Powers to recharge and that killed the tank of the toon. That was the Reason for me to create a build for her with better recharge and survivabilty.
The Goal is to find a Build for her with no real waiting times in fight and downtimes btw. the Fights and enough survivabilty to solo x8 Mishs.

Barb Swipe may seem like a good idea at low levels when you don't have many attacks yet, especially if you lack the veteran powers. But it is quickly outmoded. From a DPS standpoint it is far and away the WORST single-target attack in any scrapper primary. Don't take it.

if i may how so? i made 3 spines. and they all took spine burst in late game. /spine/wp is way to squishie in the beginning/middle game. they need barb swipe. also i didne say not to take burst i just suggested to take it later.

As far as why any scrapper "needs" Barb Swipe because they're "way to squishie," I just have to facepalm. It's a dreadfully slow animation that does very little damage. It is literally the worst attack in all the scrapper primaries. It will not make you less squishy. It will only cause you to waste time killing mobs that you could kill much faster with Ripper, Lunge, Throw Spines and Impale.
Taking it at 49 means you can put, at most, 4 slots in it. Plus you're missing out on a lot of AoE damage throughout your career, which makes you level more slowly and makes you less valuable on teams.

But you guys are missing the bigger picture. Barb Swipe hits each enemy more than once. It's good in that way like Flurry. Punch-punch-punch! Look at all those tiny orange numbers!
And it's 1.5 second recharge really makes up for its 2.43 second activation time. I'm sure Iggy would be happy to do the RWZ challenge with Barb Swipe only!
THX. I play mainly Tanks atm, there CJ is one of my standardpowers, so i took it ´without thinking about it. No CJ means room for another usefull power:-)

Note: You've overslotted your +1.88% hp bonuses by 2. Those in excess of 5 don't count toward your hp gain.
You also probably don't need QR + Stamina + PP + the two heal procs. I might be wrong, but a merely QR/Stam Spines/Regen I have never runs out of blue. (And BTW, the most efficient slotting of PP for recovery is to start with the +end proc.)
WP's defenses gain no benefit whatsoever from recharge, so it will up the survivability a bit thanks to killing faster, but not that much. I would look for more defense sets to make the toon last longer in the face of hordes of enemies. Gaining S/L is harder on a toon with only two ST melee attacks, but swapping out some of your overslotted healing for slots elsewhere could help--like another Kinetic Combat in Kick. Presumably she doesn't have Weave yet in the real toon.
I would also keep Combat Jumping, for the maneuverability it gives you jumping around to put the cone/AoE/aura in the right place.
One very easy thing to do is fight lower level enemies solo and eat a steady diet of purple inspirations. Start with -1/x8 and you can probably kill fast enough to keep a safe supply of purples. Too easy, bump it up to 0/x8.
THX, for the advice. Here is a new Try. Instead of Body Mastery i took Air Sup+Fly for more Def, more mobility and one Attack more in the Single Target Attack Chain.

Lunge: Needs more accuracy. I would try to get a triple into it (i.e. Acc/End/Rchg).
HPT: I would remove all 3 Impervious Skin. They add only 2.15% to res plus the HP. Totally not worth it imho. You could slot the Steadfast Protection unique here, though.
Spine Burst: ok
MoB: ok
Kick: I would take this later in the build.
Impale: Either 4 or 6 slot this with Enfeebled Operation. I would go for 6 slots.
Indomitable Will: I think I would try to get a LotG: Def/End into this. This is optional.
FH: Put the Miracle and Numina uniques into this power. Also a good place to slot the Reg.Tissue unique (6 slot it if you want to add this).
Tough: I would take this later in the build (after QR).
RttC: Remove the uniques and put them in FH. I would 3-slot this with Miracle IOs.
Quills: Ok, i think. End cost should be manageable with QR+Stamina.
QR: Slot this with Performance Shifter if possible (check for a conflict with too many HP bonusses of the same kind). At least remove one of the EndMod/* and replace it with a Performance Shifter +End proc. The 10% regen is not as big as you might think and the extra end is probably needed.
Weave: ok
Air Superiority: Drop this power and take Hover instead (unless you can take Fly at L6). Slot Brawl with the Kinetic Combat set and put a LotG:+7.5% recharge into Hover (would be the 5th in your build) and if possible add the Kismet unique.
Ripper: ok
Heightened Senses: Add a LotG: Def/End
Combat Jumping: ok
Throw Spines: ok
Swift: I would slot this with a Flight enhancer to increase fly speed.
Health: ok
Stamina: See QR above - and I would try to get this sooner.
BU: I would drop all 3 Gaussians and replace them with 1 or 2 basic recharge IOs.
Fly: I would take this as soon as possible (to use it as my main travel power - if you intend to use Ninja Run you could even think about not taking it at all)
SoW: Optional - SoW is nice to have but not really great.
