Probably DM/SD Scrapper for damage, Brute for survivability. But I'd make a Scrapper, because I prefer Scrappers.

I am planning to make a DM toon. I am stuck between regen(scrapper obviously) or WP or SD either a scrapper or brute? Which would be better overall? I plan to get IOs at L25 and some lower cost sets as I level, but nothing to expensive really. The main thing though is I am not sure which would be the best on a scrapper or a brute? I think I heard SD is better on a scrapper since it raises base dmg or something and scrappers have way higher base dmg? I dunno?
I suppose by "best" I just mean best dmg and best survival? TYVM for any help.
