I looked up the word sooling. I couldn't find anything. Did you mean soloing? He's been soloed just not to my knowledge in the STF.

On a helpful note I would look at getting more recharge into Lingering Radiation. Against an AV that 500% -regen is I think going to be reduced to something like 75%, so stacking it will help you a great deal.
You could also look at getting some damage procs into your attacks, preferably the purple Apocalypse proc into Spectral Wounds and the purple Unbreakable Constraint proc into Blind in place of the pure hold in there at the moment. You could even slot Blind up for pure damage instead of hold.
That should up your damage, and reduce his regen to the point where you may start making progress.
Unfortunately since LR summons pets which draw the attention of your PA your damage output suffers considerably unlike against other AV's. I am not sure if there is anything you can do about that aside from trying to take the summons out as fast as possible.
Edit: On that last point I don't know if you are using both your toggle debuffs (Might be conserving endurance by only using one) but using them will mean you constantly interrupt one of his 2 summoning powers (Since they tick every 0.5 seconds), so that will help.

Ok guys, In fact, with Conserve Power and Accelerate Metabolism I hadn´t problems with Endurance; the real problem is when LR stars to summon banes at 25% Health. I cant focus my Pets on it (Attack banes).
And I use LR and RI both on LR at same time.

Ok, and now for some constructive criticism about your build.
You could drop a slot in Hasten. You have enough global recharge to have perma Hasten even with only 2 recharge IOs in it.
I would remove the BotZ:Travel from Super Jump. 1.25% to Def:S/L isn't enough to justify a slot, if you aren't building for defense.
I would remove Acrobatics from the build. If you want mez protection go for Psi Mastery and take Indomitable Will. KB is already covered with the BotZ:KB protection in Super Jump.
Remove the Sovereign Right and the basic recharge IO from PA and replace them with Soulbound Allegiance Dmg/Rchg and Acc/Rchg or Acc/Dmg/Rchg. This gives you enough recharge in PA to be able to drop another 5% global recharge and remove some slots from Superior Invisibility.
Remove one of the Expedient Reinforcement IOs and the Sovereign Right from Phantasm and replace them with Soulbound Allegiance IOs.
Remove 3 slots from Temp Invulnerability and slot the remaining 2 with HO:Cyto.
This should give you ~8 enhancement slots to redistribute and a new power pick to make your build better.
There are other things I didn't mention, but they are largely about opinion and preferences.

Large enough so that PA has room but small enough to give your Phatasm a good chance to push the Banes over the edge with KB. I'm not sure this will work, but it might be worth a try.

I can´t put 2 Soulbound Allegiance because its an unique set.
I did your suggestions and build meets someting like that.

One little thing ¿Do you really Soloing Lord Recluse or this is hypothetically?
Please do not blame your new build attempt on me. I was under the impression that you wanted to improve your Ill/Rad and that you know what you're doing. Now I wonder if I was wrong on both accounts.
For clarification I give my suggestions again, this time in a mids build based on your original build ... Hasten, AM and PA are all perma. However, it is only a suggestion intended to give you ideas!

Oh, I almost forgot.
If you are going to include Psi Mastery / Indomitable Will into your build to give mez protection you should make it perma (it's a clicky). If you only want it as a mule to slot another LotG global recharge, my question would be why bother taking it at all on a build that already has perma Hasten, AM and PA.
