What are the little glowing red and blue things around my character?

Most buffs n debuffs will indicate as little icons swirling around your character, like a Red Up-Arrow indicating you're carrying a +Damage buff, or a Blue Down-Arrow indicating you're carrying a -Endurance Regeneration debuff.
You can also see purple shields (+Defense or +Resistance) and other icons.
You can check your Powers list to see what Temporary "power" you are currently carrying with the Tower.

Red boxes/triangle/shields usually signify a damage buff.
Blue ones? Usually an end/regen buff.
Maybe purple? If purple, usually a defense buff.
The Tower is one of the buff types granted by the Mystic Fortune temp power. Follow the link to see what it means.
Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.
Did you accept someone's request to read your fortune? Check your buffs. And if not, post a screenshot.

And it's worth noting that the buff lasts 20 minutes of playing time - even if you die, or log out and come back 3 days later. So you could log in after not playing the character for a week and wonder, "Where did this come from?"
