High collar cape and female toons
As far as I'm aware, regular cape patterns on males before level 20 is a bug. Not one I'd like to see fixed, but it probably will be, at some point.
Secondly, the reason women don't get Occult is because they don't get the Baron jacket, which they don't get because... The Cool Aid Man is red? I don't know, I've never heard a compelling reason behind this.
Basically, this is more of an explanation than an excuse. I agree with your suggestion, otherwise.

Females get generally less options with jackets and stuff, and they have 5-6 sit emotes that are all the same. I mean the exact damn same.
Then again, males dont get anything even close to a wizard hat, which is annoying. But then women dont get a kilt option. Which is really rather daft. And no, skirts dont look the same, because a kilt is thigh length with no flare. The only skirt option which is thigh length is the flared skirt, which mostly just looks rediculous.
Equality? Someday.

women got the magic bolero with the magic pack while men got the baron's jacket. So I think it was a fair trade off.

Okay. So the high collar cape is a beautiful costume part and I love it. Seriously, I do. What I don't like about it is how it inexplicably has more functionality for male toons.
First of all, female toons don't get access to the Occult pattern for the cape OR the collar at all. I have no idea why this should be the case and it seems completely unfair. Basic and Arcane, yes, but no Occult... which is my favorite one. Why not?
Second, male toons get access not only to the Basic, Arcane, and Occult capes at first level, they also get all the default cape patterns. Females have to wait until level 20 to unlock these patterns with the regular cape mission. I imagine this is nothing more than an oversight, and that male toons were probably meant to unlock them at 20 as well... though needless to say, taking that away with an "Oops, sorry" will ruffle some feathers. So can we girls please be allowed to do this too?
