I don't know if he's particularly obscure, but I felt that Peter Themari on redside could use a little more love. IMO, it's one of the tightest, most sinister story arcs until you get up to Westin Phipps.

The Nameless Mystic
"The Nameless Mystic is an interdimensional being who feeds off the energy kicked off by the dreaded Lanaruu."
This guy hangs out in the most dangerous part of the Shadow Shard and feeds of energy produced by a mad demi-god, you could really go places with that kind of story hook.

Also Frostfire and Atta, put them both in the RWZ as story arc "helper" NPCs. For a reduced prison sentence they volunteered to fight the Rikti. I imagine you could do this with several other early villains that have been arrested in game.

I mean they don't even have unique enemies like the hellions.

and I would personally propose changing the leadership of the skulls from the Petrovich brothers to a pair of girls.
One is a violent, lunatic b@#$%, who loves killing and bringing death to everything for the hell of it, and her foil, a bubbly, cheerful, and happy girl who honestly LOVES everyone (to death), but believes people will only be able to truly get along, heroes and villains alike, when everyone is dead. "And then we can ALL be one BIG happy family together!"

The Gamester. Right now he's really nothing more than an excuse for the devs to put Christmas presents appear all over town. I imagine him as an all powerful being from another dimension, but it's a dimension without a sense of humor. He's just a child, and he stumbled across our dimension while playing. He thinks humor is an interesting idea and he tries to do it, but really can't get the hang of it. When his parents find him messing around with our dimension, they drag him off. I'm sure I've seen characters like that before in the Twilight Zone, and Star Trek, and possibly comics.

Thought up a new one, Marshal Jason Blitz.

He's the leader of the renegade Arachnos battalion on Warburg, he's in control of the most deadly missiles in the world, and there is that badge saying 'Whoever controls Warburg controls the world.' I'd like to see Blitz himself!

I'm not sure there's actually much further up in the ranks anyone can go after Marshal.

Though on that note it would be nice to see more on all of the Marshals (Jason Blitz, Leon Brass, Gerald, Mayhem, etc.).

1) The Regulators!!!! Beyond BaB and Blue Steel, we only know one- The Illustrated Woman, deceased.

3) the hero Nimbus (the only named deceased Alpha Team member)
4) All the heroes that fought in Brass Monday, like Maiden Justice and Vambrace. (Actually, I want a damn Oroborus Arc about Brass Monday!!!!!!!!!!!!!!!!!!!)
5) The Storm Korps and Imperial Wind
6) The Teal Serpent
7) Mechanus
8) there's a whole bunch of corporations that either skirt the line at being a villain group- like Promethean Security, Mega Corp, Free Company and Directed Outcomes

Yeah, I've wondered about him too - I thought maybe he appeared red side, but now it sounds like he's totally in hiding

EDIT: They could always get around the problems of missions against him having to be in a PvP zone by making a few outdoor instance maps of Warburg, and have us access them from some other place.

Marshal is as high as you can go, dude. It's the top. About the only "higher" rank he could get in Arachnos is Arbiter.
