Is Demon Summoning available via Prepurchase yet?

Demon Summoning will come whenever Issue 17 hits.
Serious? That sucks. Looks like no pre-purchase for me then

what I don't get is this expectation from the player base that the developers are somehow going to implement a major change to the game without plastering it on www.cityofheroes.com or the CoH loading screen... you know... like they've done with every-single expansion / update to-date.

Issue 17 is not Going Rogue. If you want Demon Summoning when it comes out along with I17, you have to prepurchase GR, because GR comes after I17.

Pre-purchase of GR will get you demons with Issue 17 - scheduled for April release.
If you don't pre-purchase, you get demons with GR - scheduled for July release.
