Regen Proc Question
They are essentially procs with a 100% chance to activate. This means that they are activated on the primary target of the power whenever the power is used. So, yes, you will need to slot them into Health if you want to see them on you at all times unless you plan on using Aid Other at least once every 2 minutes.

The behavior is being left alone as far as we know and is simply correcting that specific behavior in the Numina proc. If they do correct it, I'm more than confident they would say they were correcting a problem with all of the heal uniques rather than just one.
I dont share your confidence, and feel certain the devs wouldnt mention other fixes in down the future issues pipe line.
The assumption that becauses its been working that way for a long while means the devs wont change isnt an assumption I would make.

Coincidentally enough one of my Scrappers received the proc recipe as a reward roll last night and immediately crafted and slotted it.
