is the chat box still split for 2 different dialogue boxes?
Yes, it is. The upper box has a number of tabs, from my fruitless efforts to get "Global" back. (And before someone suggests I use "Add Tab" to get it back, that doesn't work. "Global" isn't one of your options. If you type in "Global" to try to force it, you get a tab named Global that doesn't actually function as the Global tab.)

Use this command:
/chatsave
Go back to the affected character and use this command:
/chatload
This will restore your chat windows and if it happens at any later time you can just use /chatload to restore them without having to switch characters again.
