Exactly. Some contacts have their level range set to go all the way to 50, but most have a fairly narrow range where they'll talk to you and give you missions. It's usually, but not always, roughly the same range as the enemies in that zone.

However, once the story arc concludes they won't give you anything else, just like any other contact at that level.

True, but we were talking about a contact without a story arc, so I didn't even think about that part.
