Well, you've provided basically no useful information to allow us to assist you in troubleshooting the problem.
I'd recommend starting with Zloth's ++ Common Solutions & Posting Guidelines ++ thread that is stickied in this forum.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

do a disc clean up then a defrag. then update vista to service pack 2 and update your video drivers.
Along with what Sharker_Quint says, your HJT log shows some things that should be taken care of. I will stress though, updating to Service Pack 2 is one of the best things you can do to improve the performance, and with the problems many people reported with CoH and the 186.xx series of drivers those very much need to be upgraded or possibly even downgraded.
In you HJT log, all of those entries that start with O4 are programs that start when you start your computer. They are eating resources you need while gaming. Most of them don't need to be running unless you open the program that uses them, and they should turn themselves off. But, a lot of programmers take the easy way out and just have their program add itself to your startup list and they don't care what it does to your system performance.
For most of these, you can go to Start and type msconfig in the Search box then click on msconfig.exe when it shows up in the list. Click Yes or Allow on any security warnings Vista gives, and then when the Window opens, click on the Startup tab. Once you are there, I'd recommend unchecking the boxes for the following programs since they don't NEED to be running every time you start your computer:

There are a few other startup items that I would do without, but stopping these from loading at startup should help. When you open the program that needs them, they will run, so you aren't hurting anything by getting them out of Startup.
The one line that really bothers me is the following line:

I believe this is either due to malware (spyware or a virus) that you currently have on your computer or previously had on your computer. If it is from malware that was previously on your computer, your malware solution didn't get rid of all of it.
I'd recommend downloading, updating and running a Full Scan with Malwarebyte's Anti-Malware (get the free edition). Be sure to Update it before running the scan. Remove any problems it finds.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

You guys are awesome. The Malware program found some stuff my others didn't. But after trying all the suggestions, the problem persists. At a friend of mines urging, I used VisualRoute to traceroute, and it encounters a problem right before it gets to the COH servers. He said that its nothing on my end, and that theres nothing I can do to fix it.
best idea is to ask on your servers forum if anyone else is experiencing this problem. 98% of the time it is something with your end though so it may take so more posting of coh helper and hijckthis to figure it out.
The primary problem is your video card. Yes your hijackthis log shows evidence of malware but the card is the most likely frame rate culprit. In that card number the first number (the 9) refers to the card series and it's the second number (the 1) that refers to the processing and display power of the card. 1 is not a high number. The games that card are most suitable for are solitaire and bejeweled. You have a decent gaming rig with the exception of that card.
You can pick up an 8800 or 9800 fairly cheaply and they will be light years ahead of the card you have in the machine now. Though you might want to buy a newer and more powerful card in preparation for GR.

Okay, I'm not sure what I need to go about doing for getting any major help, but heres the problem:
When I'm playing CoH/V, I'm usually at around 20 fps. Not great, but its ok for me. Lately, and sporadically, the FPS will drop to 1 fps, and stay that way for about a minute or two, at which time it will jump back to its normal spot. I know my video card drivers are up to date, I have no idea wtf else to try.
Help?
