the timer is 5 min, and lvl does not matter since PVP zones are always set lvls, in arena, i dont think it matters, but you only have a 1/100 chance of getting a drop per kill
And I seem to recall that once you get a PvP IO to drop, that the receiving character has to wait 10 minutes to get one from ANYONE.

On a side note.. I just realized that my average of 4 by the time i get 400 rep is fairly consistent with a drop rate of 1/100.. which is good i guess.
What is the timer now for getting PvP recipes? And how close in level do the combatants need to be for someone to get a recipe?
