Ironman?
I had that happen to me when I was working on that accolade. I left my character in a CoT mission, farming the damage from two Guides, and went to bed. When I woke up, I checked the progress and saw I was almost done. I figured that by the time I got home from work, I'd have the badge.
9 hours later, I'm home, and check the progress. It hadn't moved at all. And nothing I tried made it move.
I logged the charcter out, and went back to them a few days later, and it started moving again. Makes me think they've added some kind of anti-AFK Farming code for the Damage Badges.

Watched my toon take over 2000 points of damage, in several types of instances, counter still at 907,006. |
Example:
Say you have 1,000 HP and nothing that boosts HP. If you take 10 pts damage, you get 10 pts badge progress.
Say you have 1,000 HP and a power or accolade giving you 100 extra for a total of 1,100. If you get hit by 100 pts of damage, there is no badge progress. If you heal back to full, then get hit for 100 again, you will never have any progress. If get hit for 100 and immediately 100 more, the second hit will count since it's subtracting from your 'real' hit points.
My observations (which may, of course, be wrong):
1) If you take damage that never cuts into your 'real' hit points - no badge credit.
2) If you take massive damage (like you have 1000 base, 100 extra and get hit for 800), it all seems to count.
3) If you marginally exceed the bonus hit points (like the above example but you take 115, heal, take 115 again, etc) - the results seem wonky. Sometimes it seems that it all counts, sometimes it seems like only a small portion of it counts.

My hypothesis is that the badge progress status bar is not actually an exact number but a rough estimation, which makes it look like one hit caused more credit than the other. Fact is, the progress bar seems to "tick" just like it always had before, and there seems to be specific increments that it hits along the way, which still gives us a better idea of our progress, but could vary by a few points either way.

Actually, I'm a little curious. I just started farming for the final 3 damage sustained badges via a vicious CoT beating, and despite the fact that my character has about +370 Max HP from Accolades and other set bonuses, the badge status bar seems to be adding about 1200 damage (roughly the damage value of each attack) for every strike. Now, it's not an exact number every time, but it's generally adding between 1200 and 1250 per hit for a strike that's doing 1220.31 damage...
Did they maybe stealth-fix the damage badge counter in i16 or later without a patch note?
Cuz I'm not gonna complain in the least if it's true.

I agree with this. My conclusion is that it's an ALL or NOTHING for badge credit. It seems that if the end result of an attack leaves you within your base hp range, then the entire hit will count, which follows the results you describe in your example.

I agree with this. My conclusion is that it's an ALL or NOTHING for badge credit. It seems that if the end result of an attack leaves you within your base hp range, then the entire hit will count, which follows the results you describe in your example.

when in rest your only affecting self for 1, so toggles that are pbaoe like dmg auras, ect, wont affect the enemy.
the dmg badge are also unique as they will only get credit to them if you go below the ATs base hp
for example, a mastermind base hp is 803, if they have ANY bonuses (accolades, set bonuses, buffs) the badge will not count any dmg taken until you dropped below that 803 (on my main toon, a mastermind, i have 1123 hp, so i have to take about 320 dmg in order to even start receiving credit on the badge)
this makes the dmg badges ridiculously annoying to get

After finishing all the parts to an accolade that includes Ironman (1,000,000 damage taken), i check to see how close I am now to 1 mil.
For some reason the damage counter is stuck. 907,006 damage taken.
