Sleep
I'll give 2 examples.
On my mind dom solo,who is heavily single target a sleep is as good as a hold if I just want someone not attack me.
Sleep one, hold another and attack the 3rd.
The classic use of sleep redside is to have a mind dom AOE sleep (it is aggro less) the Freedom Phalanx. They have no super resistance to it. then single target pull them one at a time, and enjoy an easy ride to LRSF sucess.

I use Sleep on two of my characters: my Sonic/En Blaster and my Mind/Ice Dominator.
They do mostly get used when soloing as they counter the aggro from a whole spawn and then let me apply single target damage selectively to them one at a time. I can though that with Storm as a secondary, you may not have that option!
I have used it effectively in teams, mostly when there's been an ambush or another mob aggroed by the team and we were in danger of being swamped under them all. I recall with some fondness being able to control three large spawns of Scrapyarders on my Mind Dom by Mass Confusing one, sticking Total Domination on another and Sleeping the third as they prepared to charge us. I was quite chuffed that day.
The other two things about Sleep is that it is resisted surprisingly little even by AVs and mobs who you wouldn't think would succumb to it. Also the IO sets for Sleep are dirt cheap and give some nice bonuses. Personally I love the Heal proc on both of mine as it can trigger on every target.
However, to get the most out of it, you have to be able to attack single targets, which outside of Dominate, Levitate and Mesmerise a Mind/Storm wouldn't have many of.

I've got Procs in my Tier 1, 2 Arch. which recharge quickly, if my hold wears off before it recharges, then Stunning Arrow usually does the trick.

Sleep is one of my least favourite powers but oddly I've got a few toons which have it available, since I have a number of toons with control capabilities.
Trouble is those toons tend to be AoE heavy and so the effect of sleep is negated immediately I fire my next power. If in a team with other AoErs then it's even more redundant.
That's a circle I've never been able to square - so hence I've tended to lose a relatively high tier power by not taking it - but recently I've seen some comments about how good it is - which hasn't been my experience.
So, if you use sleep, I'd be interested in why, how and under what situations.
